Highrise Apartments in Palo Alto?

Palo Alto city council reviews the 2015-2023 housing element. Interesting idea to convey:
Program 2.1.1 (page 131) Consider amending Zoning Code to permit high-density residential in mixed use or single use projects in commercial areas within one-half a mile of fixed rail stations and to allow limited exceptions to the 50-foot height limit for Housing Element Sites within one-quarter mile of fixed rail stations.
High Rise Apartments in Palo Alto
If Palo Alto needs to find places for housing, sites near rail stations are the best places for high rise apartments and condos. It is better than to spread out five story apartment buildings across Palo Alto. If this housing is for folks who live and work in Palo Alto, why the city council wants to build high rise apartments near Caltrain stations to help its inhabitants commute to jobs out of Palo Alto? Any way, recently Palo Alto city council has unanimously passed a housing plan that would subsidize new housing for what qualifies as middle-class nowadays, families making from $150,000 to $250,000 a year.
